Quantal, Raring and 13.10 would be transitional releases, to try out the eventual bugs and the users. Like Natty, Raring would die away in the next 10 months.
Most of us here do not worry about Raring... We're permanent customers here... At the end of one testing cycle we just embark on the next one... We even do not bother with LTS... So, I think this is the wrong place to start that kind of discussion...

As far as I'm concerned I'm interested in particular bugs and errors that could be spotted and given heads_up...
Kind of rolling distribution for majority of us here...
