Angry SLOW torrent speeds, but browser speed is great

I will start by saying that i am very new to these forums and somewhat new to ubuntu. Forgive me if i have posted in the incorrect forum. If so, please let me know.

    OS: Ubuntu 12.04

    PC: http://reviews.cnet.com/desktops/ema...-32425781.html

    Internet Connection: Wired

Issue: When i first installed qBittorrent my speeds were great (1.4mb/s). I then went into preferences and changed some queuing and upload speed options, applied them, and instantly my downloading speeds went down. They now won't go above 40-60kb/s, no matter what i change in preferences (as far as speeds go), it stays the same. I downloaded Deluge, hoping it was just the client i was using, but the same thing happened. I tried uninstalling and reinstalling with no luck. Browser speeds are still excellent.

    What did i do?!

Some ISPs (Comcast?) throttle download speed for torrents.
Are you sure this is not the problem?

I use Insight and I have never heard or experienced them doing it. Before i installed 12.04 i was using windows vista and there was no issue.
