Sorry, I am not talking about the resolution center, I am talking about reporting abuse.
The little button on the bottom left.

Clicking the Report Abuse button, creates a report, in the staff section of the forum, the staff only have access to that sub-forum.

Last year I used this section to report what I felt was abuse by a staff member, (in the nicest of ways), and was issued demerits, later rescinded.
I would not want this to happen again.
In such a case, what would one say, how would one phrase the complaint, to be safe?

I'd suggest pming the Admin in question, to discuss the problem. This thread really isn't going anywhere, so I'd also suggest you get on with it, instead tiptoeing around the issue.
