Reviving the SC LoCo team

The SC LoCo team is in the process of being revived. We have a website up now (ubuntusc.org). It's not much but it's a start.

Also, during last month's meeting, I started a Google+ hangout and had about 5 people for the entire meeting. So that's a possibility if anyone is interested.
