Not sure that you can buy those old releases, but you can download them from http://releases.ubuntu.com/.
I have tried to download so many times and get 99% and then it crashes. I got to where I do not want to try anymore. I can buy them cheap enough, so it is not worth the trouble.
did you try emailing the canonical store, they might be able to help.
Where are you? there are a few companies around the world like http://www.osdisc.com that may have old stock.

I just downloaded 8.04 with no problems at all. What browser are you using?
Try downloading with a torrent. That is much more robust than trying HTTP or even FTP. It's got automatic resume, error checking and checksumming.
Click on the link that ends with .torrent and it should start up transmission for you, if it's installed. If it's not installed it's easy to get from the repositories.

Now I am on Centurytel / Centurylink, and it is so slow, like dial-up.

The discs come with nice cover art, too.
However, I'd recommend still giving torrenting a chance. Transmission or any other bt client will keep going and going until it has managed to download the whole disc image complete and error-free. It's very efficient at that and copies only the pieces it needs to complete the image. It will grind away until it gets the disc and quite often it is faster.
