Icon issues in Openbox

I'm just gonna cut right to the chase. I've installed an icon set (sudo mv ~/foo /usr/share/icons), added it to my gtkrc-2.0, and even set it as my icon theme via gnome-tweak-tool, however even after restarting my computer the icon set is the same drab Adwaita icons. Here's the odd thing, though: when I log into a tty and startx from there (the default environment being Gnome 3), the icons appear to be installed without a hitch.

What would I have to do in order to get these icons to appear in Openbox?

I should note here that I'm using Fedora 19, even though I've had this same issue in Ubuntu.

EDIT: I hate to be that guy, but it seems to have fixed itself. I'm not sure how, though...
