If you are referring to the Dell/lpia version of Ubuntu 8.04 that came preinstalled on the Dell Mini series, it is now completely unsupported and obsolete. Which model Dell Mini do you have?
I have a Dell Mini 910
You should be able to run the current 12.04 release on your Mini 910. This is a "long term support" release through April 2017. You may find that the Xubuntu variant is a little snappier on your low-spec netbook.
I have tried to do this. I downloaded the desktop version of software to a usb. Not sure how to unpack the file without it installing to my non-ubuntu computer
