Where can I find free-to-use photos of cute bears/cubs?

Hello,
Are there any government organizations that take pictures of bears/cubs and let the public (taxpayers) use the images for free?

NASA, a government agency, snaps pics of outer space and lets the world share/print the images. Is there a corresponding organization for wildlife?

I'm looking for a free pic/illustration to use on a "Congrats on New Baby" greeting card.

Google images lol. Its not that hard to google it and save the pic

Add 'free' to the search. Free images to download.
If they're free you can use them.
