[HELP] Intel video, xfce, opengl... control panel?

I have a poor video chipset, the Intel integrated GMA 950. Every thread on this site regarding it is a dead end. However, I'll try my luck and see if I can get some help.

This week I installed Ubuntu Studio 12.04 and the video is pretty terrible. OpenGL is very choppy and streaming videos drag, skip, and generally don't work at resolutions higher than 240p.

So, is there any way I can adjust the video settings? Some sort of control panel or something? I don't know enough about Linux to do some of the crazy stuff I've read here, but I'm hoping there are a few things I can turn on and off to see if it makes a difference.

If you can help, please make the instructions as idiot proof as possible. Thanks.

It's a Dell Latitude D820 laptop with the 945GM motherboard, housing dual 1.6GHz processors and 4GB RAM. I do not have a Nvidia chip.
