I've got a local machine running apache2 and smb on my lan for sharing video files with other computers. For some reason I can't get the computer to send at more than 11.7 mbps (looking at the system monitor transfer rate). What am I missing?

The computers are wired using a CAT5e through a 1000mbps apple air port extreme. The cables are NOT running parallel to any power cables. The cable length is maybe 15 feet for each. The HD with the files is a USB 3.0 drive plugged into a USB 3.0 port.

I know the network is only as fast as its slowest component, but I can't seem to figure out where that is and I'm thinking maybe its something to do with software and some load balancing within Ubuntu.

Any ideas?
