How can I verify all necessary packages were downloaded to my local mirror?

I have a local Ubuntu mirror for 10.04 and 12.04 that is regularly provided to me by my IT support staff. On the last update from them, I was upgrading a couple packages and found that some of the necessary packages in universe were not in the local mirror.

Is there a way I can check the repository index against the mirror or check the packages in the repository to ensure that all the necessary dependencies and packages have been downloaded?

    No ideas, anyone?
