Solution: just uninstall unattended-upgrades
Unfortunately, I can't do that, because it brings in all these dependencies that I don't want:

After this operation, 116 MB of additional disk space will be used.
Does anyone know how to uninstall it without bringing in all these dependencies?
In the meantime, there is a workaround: edit this file
/etc/apt/apt.conf.d/20auto-upgrades and comment out its contents. It should look like this after you are done:
