I posted a bug report so they know. I got a response:

I have seen it across a lot ubuntu.com websites. Will ask Canonical IS about it. -- You received this bug notification because you are subscribed to the bug report. https://bugs.launchpad.net/bugs/1001733

Anyone have any idea whats going on?
I ran a ping and got 60% packet loss. Then thought it may have been due to a net split and ran a trace route which took a while, but went through fine. Looks like its a load imbalance of some sort on host end. Someone must have tripped over a power cord and shut half the servers down..

I have the same problem over the past two days. Glad I'm not the only one. Page loading is very uneven -- sometimes just stalls and never completes loading. Makes the forum almost unusable.

    Hi all,

See that many are now affected. Things are a vast improvement here today but could be much better. Pages loading in about a minute. It would appear that all we can do is wait.

You wink, but I think you might have guessed it. I'm only seeing one server on my netstats, and launchpad.net was sending files at about 5% the normal speed today.
