No 32-bit operating system will be able to address more than 4 GiB of RAM, and as some of your computer's onboard devices will need to address some of their own RAM, you will be left with somewhat less than 4 GiB.
This is true for Windows XP 32-bit.
I don't know if Windows XP 64-bit will support more than 8 GiB or whether Microsoft has artificially limited it to that number to prevent server admins from using XP on big iron servers.
However, if you use Ubuntu 64-bit (or Ubuntu 32-bit with the PAE kernel installed to bring the memory space up to 36-bits) you will be able to address much more than 8 GiB of RAM.
I would wonder what you are doing that:
a. Can be done well on Windows XP, and
b. Requires more than 8 GiB of RAM.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.
