The Loco's not dead but it's certainly less active than it's been in the past. I know I've been too busy with work and other projects to do much with the LoCo. I haven't had time to plan events like release parties - if someone else wants to do more with the LoCo they're welcome to. FWIW, there has been recent activity on the mailing list.
