How to stream to livestream using vlc

Trying to create a desktop / file stream to be sent to a livestream account.
I have no idea what I'm doing. Please help.

Apparently I have to use a FMS url.
I'm just going by this page which seems to be useful.

I found out how to stream from vlc to vlc with this: http://www.iupui.edu/~nmstream/live/howtovlc.html
But I think giving out my ip address to complete strangers might not be a good option. Anyway to do this through a 3rd party site / proxy?
