Help making a home page.

I want to make a home page and was wondering what's the best programe for that in Ubuntu.
I want to add blog options and such in it, but I don't need to messaround with flash and such.
I might need to add some java scripts thought.

For web-programming and simple and efficient scripts i suggest PHP.
