My CTRL-ALT-DEL is not working in 11.10

I really feel like an idiot, but my CTRL-ALT-DEL does not work. I updated from 10.10, to 11.04 and then immediately to 11.10. I used to have an ability to press a keyboard function key and get the logout screen for 10.10 and went looking for this in 11.10. Everyone in the forums keeps mentioning that CTRL-ALT-DEL opens the shutdown/reboot menu (which is what I want), but CTRL-ALT-DEL really does nothing for me.

CTRL-ALT-F1 through 7 all do something. And the DEL key works when you delete text.

Weirdly CTRL-ALT-DEL in a console gives me 7~

    Drowning in self-pity... Help...

    It's a logitech MK700 wireless.
