If i got it right my nice fast internet is a slow 12 or 13 MB/s (by your standards)

The fastest I got where I rented a house (tested today):
In my home town, I think it's where the slowest internet can be found. (Tested the last time I went home)
I've been calling and complaining it on my ISP as to why it's extremely slow at home and I always get "Please monitor your connection within 24 hours", since November 2012 until now.
The problem is, there's no alternative ISP in the area to transfer to. It's the only ISP at home or in the whole island/province.
