Cross platform photo viewer/album

I am doing a few searches but not coming up with anything.

I am in the process of scanning a lot of old family photos. Is there a cross platform program that can be run from a CD or DVD that will display photos with descriptions, and other information about the photo. If I could export with descriptions for playback on a DVD player that would be even better.
Might even be happy with a program that exports to HTML as long as each picture could have a description, info and/or tags.

I do not want to use a web server I just want to hand a CD/DVD to a family member that uses Windows, or if they don't have a computer they can put it in a DVD player.

EDIT: I am looking at "Album" now if anybody has any comments on that program.
