There is no command called "deb". If you want to use the backports, you use apt-get. Please read the manual. www.ubuntuguide.org

Its the line in /etc/apt/sources.list not something you type in a terminal.
Used the 'wget' command and it appered to sucessfully replace the 'deb' command
