only this time its not about the network monitor,
its the system monitor that screws everything up
it is the sole cause of why my panel - the one that had the 'System Monitor' in it
froze.
upon removing it the panel no longer freeze!
My definition of panel freeze:

1. GUI-ish clock does not update (nothing wrong with the time, typing 'time' in bash shows correctly)
2. New tray-icons does not show up <-- but right clicking at the correct 'gray' panel area gives their pop-menu
3. Closed processes' tray-icons do not disappear as they should <-- but right clicking the icons give nothing but as if I right clicked anywhere else on the panel that has no icons
this is not a solved issue - the issue is with the 'System Monitor'.
But removing it removes the problem.
