Tweak 'notifications' - move it and reduce display time

I need to move the 'notifications' that are displayed to the bottom right corner and also reduce its display time
Can this be done ?

Can't find where they are controlled from and they are pretty annoying (most of the time)

I was able to reduce the display time

Also, I was able to move it down, but just by some pixels. I am not able to get it touch the right bottom
It allows only 100px vertical gap then moves back to top.

Any further ideaz ??

I guess, it won't shift to the right-bottom.
