10.04 - Static sound coming through headphones

I have had linux 10.04 installed for a while now and have always had this problem. There is a constant static noise in the background in my headphones, it amplifies whenever I move the mouse or scroll etc.

I have tried searching for a way to fix this but nothing came up that was able to help me. I can't think of any other information I could give, any help on the matter would be appreciated.
