Basically for a new user, I'd say Ubuntu has everything you need out of the box.
The only package you might want is ubuntu-restricted-extras, to have mp3, DivX, flash support (among other things). After this, I'd say you're ready to go !

    Code:
    sudo apt-get ubuntu-restricted-extras
restricted-extras - will give flash and java etc
    and http://medibuntu.org/
these 2 will make your machine / Internet a pleasant experiences

after that google is your friend, (and ubuntu software center)

There are tons of topics on that already.

Pretty much you have everything you need on default.

A suitable web browser, that's a _must have_ for every beginner.
There is a plenty of pre-installed software in ubuntu like games, office applications, media players and many others.
I assume that your previous operating system was windows, so I suggest you to first install some codecs for multimedia formats like MP3, avi, etc - do that in Synaptic Package Manager, you can find it in the System > Administration menu, after typing your password just do a Quick Search for ubuntu-restricted-extras.
Also, take a look to the Ubuntu Wiki.

Here is a poll from last week with a bunch of folk's listings of their must have applications:
