Are you running 10.04? Are you just getting blank boxes instead of the icon?

If so, try changing your theme: System > Preferences > Appearance

It appears to be a bug with the Clearlooks theme.

hey good call my friend. I am indeed using clearlooks.
    blank boxes yes. 10.04 yes.

I just wont worry about it then. I like the clearlooks look and since those are the only icons that seem to be missing that's fine for a little while.

you can customize the clearlook theme in the appearance preferences. Click customize and change the icons only.

I had the same issue and this worked for me.
