How to update packages from a Network Repository

I have a problem where I am able to find my repository on the server but when I install it, I cannot do an upgrade to the newest package later, or remove it, etc. Also when I do the install and do the install again it does not say "this is the newest version" instead it lets me install it again.

Package name in the control file needed to be lowercase in order to upgrade and remove. XO
