Network "manager" does not appear after installing and uninstalling KWLAN!

In that tutorial it says "comment out" all "lo" entries. It also says create a file called "etc/..." How do I create the file? What does "comment out" mean?, and how do I do it?

And for AES Encryption remove the 2 lines

pairwise=CCMP TKIP
group=CCMP TKIP
