Upgraded to Maverick, and compiled Kernel 2.6.36-rc7.
All issues seems to be fixed : Suspend/Wakeup, Brightness F6/F7 keys, Startup time... Didn't add any additional settings (GRUB_CMDLINE_LINUX_DEFAULT="quiet splash")
Just need to tweak it to reduce power usage.
Tested on Toshiba NB300

Thanks again. I'll work on that tonight and see where I get. The instructions seem pretty clear. I have downloaded the rc7 kernel and looked over the "README" and "Changes" files already, so I hope the new version solves my problems. (slow booting, poor battery life, hibernate/wake issues, etc.)

Running Maverick on NB305 with 2.3.6-rc7. Would not boot set as above, dropped to shell of some sort with cpu speed dynamic.
Changed grub GRUB_CMDLINE_LINUX_DEFAULT="splash nohz=off highres=off" and get boot at right on 30 seconds from power switch press. CPU speed set to dynamic.
Brightness works, hibernate works, suspend does not resume. Better than it was with cpu set always low! Looking forward to 11.04

Setting the touchpad disable under System>Mouse doesn't seem to work, however found this (see #12) and Syndaemon works fine.

guys i have a problem
i got toshiba nb300 - ubuntu netbook edition 10.04 works good for me but ubuntu netbook edition 10.10 is completly unuseable - it's slow, on boot i must touch enter or else to boot ubuntu, divx/xvid & youtube movies are slow, unwatchable - what to hell is wrong with new ubuntu netbook edition distro? i know i can go back to 10.04 but i want to have new distro
please help
