Unhappy Black/nonfunctional desktop after upgrade to 9.10

Running 9.04, my computer ran very fast, very well. After upgrading to 9.10, however, not my entire desktop is black with no icons unless I have all special effects turned off. Problem is, with special effects turned off my computer gets laggy very fast, especially when switching focus between applications. I ran all applicable fixes on this thread but none of them work, same problem as before. Only weird thing so far as config that I've noticed is that Ubuntu thinks I have an ATI Radeon 9200 SE card. here are my full specs:

1.7GHz Pent 4, 1GB RAM, 128MB ATI Radeon 9600 PCI, Dell Dimension 3000 w/Dell 2005FPW monitor w/USB hub & speakers, wireless optical mouse plugged into monitor USB port, HDDS: 40GB (Windows XP, Windows 7 RC), 40GB (Unformatted), 30GB (Ubuntu 9.10)
    Dell Dimension 3000. 1.7GHz, 1GB RAM, 40GB (Windows XP, Windows 7 RC), 40GB (unformatted), 30 GB (Ubuntu 9.10) HDD. Blog: http://youthofeternity.wordpress.com
