Copy Data to Another Hard drive

I need help moving/coping data from one hard drive to another. BUT I have to keep their original dates. They can't simple be moved from one hard drive to the next. I'm thinking some sort of backup applications, but to make matters worse, it has to be Microsoft Windows applications (it's for my friend) or maybe on a live cd of a distro. Which I don't think would be too far of a stretch to find one.

    Any ideas?

    Thanks Sugi

How about something in linux that can do this same thing at least?
