I would check out the sticky at the top of this topic, it contains useful info as well as known issues and so on.
Issues are reported in Launchpad
you could also search for your issues in there as well.
As for them being paper cuts, a bug is a bug I suppose, and you are doing a service by reporting them.
I guess it would be priorized accordingly
