This sounds exactly like Facebook, except for the tagging part and the MSN client.
Facebook even does 3rd-party website logins using its Facebook Connect API, and if you want to chat on multiple networks simultaneously on the web you can use Meebo.com - which supports Facebook Chat through Facebook Connect.
Could it be in the .us TLD? Like www.memememe.us?
