Bear in mind that you will need a utility to burn an .iso file to CD. You don't want to just copy the file directly to a CD.

I am working for a visually impaired person whose computer cannot reach the internet and needs Ubuntu "GMOME" on DVD. Preferably for Free. Is this possible?

I think the OP is asking about the DVD. And IIRC only the CD versions are sent for free. The DVD versions have to be purchased (if one wants the disk shipped from canonical).
Of course any of the versions (CD or DVD) can be downloaded (for free) and burnt to disk.
If you mean "GNOME", then GNOME is the default UI for Ubuntu.
Kubuntu uses KDE, Xubuntu uses XFCE.
Ubuntu has a number of Assistive Technologies, such as screen magnifiers and voice (Orca), keyboard access and the like.
It is delivered via download in a format that is typically burned to a CD, not to a DVD. I don't know that a DVD wouldn't work, however.

Not free, but very low cost(under $10), and shipping is very quick...
last time I used them, the DVD's arrived in less than a week
(Complete Ubuntu repositories on 5 DVDs, whoohoo!)

Well judging from the fact that you are posting on these forums, you do have internet access even if the person you work for doesn't.
In that case, simply download the .iso from here:

Burn it to a blank DVD using any number of programs.
And you're good to go.
