Angry [9.04 64-bit] Adding a Gnome Panel to the Secondary Screen

I have two monitors with all the latest drivers and nvidia-settings installed. This is what I want:
-my 22" monitor to have a clean workspace (no gnome panel, widgets etc.)
-my 17" monitor to have everything else (gnome panel, start button, widgets, etc.)
-all new windows to open on my 22"

The way I did this in Windows XP was make the 22" the primary monitor, and then simply drag and drop the start bar to the secondary screen. This is not possible with the gnome panel.

Any help or information is greatly appreciated. Thank you.

To move a panel by dragging it, hold down ALT.
