Well, in the screenshot the DE which is being used is KDE. I suggest you take Kubuntu for a run. It's basically Ubuntu (so all the terminal phrases you know will work) with KDE as the DE. Try it HERE. If you don't want to try KDE, I'm sure there are themes which you can download from HERE that will achieve what you are looking for.

If I was going to chose a different look, under what category are the bars under (that bar that will hold my menus, apps, etc)
If you just want the menu in the bottom, then you don't need anything else. Just right click in the panel, select properties, then change the orientation to bottom or simply drag the bar to the bottom. You can also create a new panel in the bottom and drag the menu from the top panel to it or add a new menu.
Right-click the panel and select "Add to Panel' so see what other stuff you can put there.
Is under GTK 2, but is not only the bar, but the entire gnome theme.
If you want to try a new menu, then I recommend Gimmie.
