Click on that link in your post. Click on the 'playonlinux_<your release>.list' link. It has instructions on how to install the GPG key: the line that starts with wget....

You are doing the same thing that you may have done to add the System76 repository key, as detailed at http://knowledge76.com/index.php/Restoring_Your_System.

It takes 4 satellites to determine a position, more than that will generally not increase accuracy.
12 parallel channels will give a faster lock and will allow it to stay locked in bad conditions when satellite signals randomly drop out (tree canopies, etc.)
