You can make webpages using OpenOffice by saving your docs as html, but I'd advise you to just learn html, as it's quite trivial.

Generally speaking, you're best to write the code yourself.
Generated html tends to be ugly and difficult to maintain

KompoZer seems to be popular.
There are quite a few in the repositories: Quanta Plus(KDE), Screem, Bluefish

I've only seen nvu in action, it looks OK. I write html in vim.

kompozer is cool
if you're building a website, joomla and drupal are fantastic! if you're just doing a page for another website, then kompozer is probably the best.
