With Jaunty this is now not necessary and there is an easier way around. First, install udev-extras:
$ sudo aptitude install udev-extras
Now plug in your modem. It should mount as the ZeroCD device (1). Now right-click the icon on the desktop and eject. Wait a moment, and the light on the modem will go dark, then relight. It should now mount as a modem and be detected by Network Manager (2).
How easy was that?
A note should be made about udev-extras, though:
This package contains additional rules and add-ons for udev that are not yet mature enough for the base udev package. Many of these are intended for use with DeviceKit, replacing parts of HAL.
