I think it was more a matter of it wasn't ready for the release. I think there was more of an expectation from the Wayland project that they'd see more code contributions from outside the project, especially from sources like Canonical and Fedora/RH.Hmmm!

I was skimming the most recent Wayland mailing list messages and I see inwayland-devel Digest, Vol 24, Issue 35, messages 6 and 7 some talk about Ubuntu XDG_RUNTIME_DIR support.
