He means that vlc must be compiled against libfluidsynth, and then the soundfonts sourced from within the preferences as he shows in the screenshot on the page. Thus unfortunately you cannot simply download the Ubuntu repository vlc (which is not compiled against libfluidsynth) and expect to enable midi playback with this vlc package.
I run a guide on these forums for building vlc-git with an addendum that describes the building of vlc 1.1.3 but unfortunately it is a pretty complex guide and might very well be more than you are after...
