Special characters

I am Albanian and when I write something official I need those characters with those shortcuts because I'm tired copy paste them. Indeed I am looking for this a long time ago.

Alt + 137 for ë
Alt + 128 for ç
Alt + 0203 for ë Uppercase
Alt + 138 for ç Uppercase

I know that there are options something like U + E??? but I need them like Windows has.

Install the Albanian keyboard and you could just switch between keyboards with ALT+SHIFT (I think)...
