    Is not solved and the problem still exist. I have netbook 10.04 edition in a 1011 inpiron Dell and i have the same problem.
    When i try to give this command

    sudo echo 5 > /proc/sys/vm/laptop_mode

    it says that permission denied

    i try to edit manual the /proc/sys/vm/laptop_mode and change it from 0 to 5 when i try to save it say again permission denied.
    I try to do that in terminal safe mode or to login as root user but i have the same message.
    I try this command

    echo 5 | sudo tee /proc/sys/vm/laptop_mode

    that seems to work and change the /proc/sys/vm/laptop_mode from 0 to 5 but..
    when i try to reboot the system and login again i have the same 0 result.
    If this is a problem do we have to create a launchpad bug report because this is very serious for a netbook edition.

    One other thing that i have see is that netbook edition is not using laptop-mode-tools but pm-utils-powersave-policy.
