This problem has me baffled, so let me start with the description, and then give you other info you'll need, and if anyone can come up with a starting point, that would be great.
Every once in a while, under varying loads and connection states (but always while being used, at the least playing some media) my Dell Latitude D800 will seize up (stop responding to input of any kind, sound will skip) and afterwards, the trackpad will no longer allow scrolling by sliding my finger on the side of the trackpad. The only way I've found to fix it is restarting.
There! It just happened again. I don't have scrolling ability anymore until I restart.
