    For new hardware like your tablet the chances of getting something to work is better when using new software, that is 19.04 for now.

    I would begin with a fresh install (not an in-place upgrade)...

    As mentioned above 16.04 is out of support meaning that security bugs are not fixed. It should not be used even if the wifi adapter worked.
