Peripheral Visionary - I think the OP has gotten confused.
PCLinuxOS has nothing to do with 'PC' (as in Windows) - infact, it is a separate Linux distro (see here: http://www.pclinuxos.com/).
It might help to post the error you get when you try to boot in to windows.
oldfred - I think he means that LinuxMint was installed using wubi.
Check if there is a LinuxMint folder in your C:/ dirve (or the drive with windows on it)
The temporary workaround is to open a terminal, and type in:

Try this in terminal IF ibjsb4 's suggestion does not work:
sudo rm -r /var/lib/dpkg/lock
This will remove the lock. However, only do this if you do not have something like synaptic already...
