    There's no start button. That's more of a Windows thing.
    There is an apps menu button that opens to show a list of available apps to use way over to the right in that panel screenshot in post #1.

    cat /etc/apt/sources.list
    to see which are the same.

    The message usually means the package manager utility, is already running somewhere.
    Only one instance can be running at a time.
