I've tried not using Chrome for a while, using Firefox instead and the same happens so I think I can rule out Chrome.

When I try to restart my computer it almost turns off but the fan keeps running and the on light is still on. When I shut down my computer it does shut down properly. How can I fix this?

This seems like hardly any memory to go on, try Xubuntu or Lubuntu. I think Ubuntu recommends 1GiB in memory for Ubuntu.

You could try:

sudo apt-get remove ubuntu-desktop
This should remove the Ubuntu stuff and put you back to Lubuntu.
