    I just tried uninstalling chrome and all related files and folders that I could find in /usr/share and in /home/<username>/.config, and then rebooted and reinstalled, and I still have the same issue.

    If you cant find libdvdcss2 on the VideoLan website, libdvdcss should also work. It worked for me and I am running Ubuntu 13.10.
