    I have a mostly stock xubuntu 21.04 so its running xfce4

    adding "startxfce4 &" to the bottom of the vnc startup script did nothing even if I typed the full path.

    I saw someone else suggest x2go...

    for anyone still experiecing the problem it is fixed by adding the following

    GRUB_CMDLINE_LINUX_DEFAULT="tpm_tis.force=1" and running sudo update-grub
